Lists controls for a program or framework with implementation status, owner, evidence coverage and in-scope versus excluded counts.

## What you get back

A sortable, filterable table plus a summary that quotes the in-scope denominator rather than the raw control count.

## Limits

Counts come from the in-scope predicate. Controls marked not applicable are excluded from the denominator and reported separately.
